Decription

Add a subdirectory in .ruler for things that require no transformation but are needed for context to work.

Examples of things that might be:

• A justfile
• Scripts
• a fastmcp server
• Anything the context references

A few more thoughts:

• I think the installed files should by default go into .gitignore
• Do we need to be able to specify where to install the files to? Or just have one new directory in the destination? Probably needs a default but also be configurable.

Not sure on gitignore, I can argue both ways.

I’d say put them all at the root, then if people want them nested or any structure they can create any director or subdirectories they want (or not) as they see fit.

OK, the design I'm suggesting is:

• You can put arbitrary files and directories in .ruler/. As long as they're not .md or ruler.toml or mcp.json they do nothing.
• You can specify copying rules in ruler.toml like this:

  gitignore = false   # default is `true`

• .ruler/files/* is special. If present, it implies source = "files/*", target="." - unless overriden by explicit instructions in .ruler/ruler.toml
