Exposing menu opening delay as an option

Currently the opening of parent menu item uses a delay of 300ms which cannot be changed.

I suggest moving the delay to an option so that this can be configured.

Thanks for the proposal. jQuery UI is in maitenance status and we avoid adding new features; see the project status at https://blog.jqueryui.com/2021/10/jquery-maintainers-update-and-transition-jquery-ui-as-part-of-overall-modernization-efforts/.

That said, this seems small enough that I could see us adding it, provided a contributor provides all necessary changes:

1. A PR to jQuery UI adding this feature & all relevant tests.
2. A PR to https://github.com/jquery/api.jqueryui.com documenting this new option.

Before we start, I'd also want to consult with @fnagel if he also agrees this is something that we'd accept.

I'm pretty sure there was a reason why the delay variable is not within the options but this was before I joined the team. To me, it seems fine to make this more easy to configure.

I've looked into the history of this option and did not find any discussion related to a particular reason it was not an option. I only found that it has changed from 150ms to 300ms after initial implementation.

I might give it a try to implement this in the upcoming weeks.
