Mesh upgrade shared state refresh is to slow

I did all mesh upgrade wizard until confirm state.

After the upgrade reboot, shared state is empty and no nodes appear on the list, so i have to await until it appear to be able to send the confirmation message.

We have to increase the publishing time of the shared state when a mesh upgrade is running, because we need to have the information as much updated as possible.
