Best Location for NN Weights and other NetCDF files #36

Followon from #30
At present there are a couple of options for weights that are each in separate NetCDF files alongside the source code in src/physics/cam/.
However, this is not the place for NetCDF input files in CAM so we should work out where the correct place to store these is.
@judithberner has been asked (follow-up over email) and is enquiring about this for us.
