Describe the issue
We would like to remove the ability to use the old navigation and be forced to use the new navigation. This effort is covered in #9665 , but looks to take a lot of work

Describe the improvement you'd like
While we still need to remove all the code per #9665 , we should just remove the can_view_old_navigation permission in 5.0. This will effectively force the change to happen sooner, but we can remove the code and tech debt at a later date in a 5.x and not have to wait until 6.0.

Do nothing and wait until 6.0 to do it all
