[BUG]: SqlPackage system capability not being picked up from Visual Studio 2022 installation

What happened?

We’ve installed Visual Studio 2022 with the Data storage and processing workload (SSDT) on our self-hosted agents, but SqlPackage.exe is not detected as a system capability by the Azure Pipelines agent.

This causes issues for pipeline tasks that rely on SqlPackage.

Can the agent detection logic be updated to include the correct path for SqlPackage.exe when installed via Visual Studio 2022 SSDT?

I added SqlPackage.exe from this source instead of using the one from the Visual Studio 2022 Data storage and processing workload. This correctly registers SqlPackage.exe on the machine so the agent service can pick it up; SqlPackage displays under the agent's system capabilities list.
