Summary

Track follow-up validation and rollout checks for the SSSC Planner parity/signing update introduced in #1497.

Context

PR #1497 aligns SSSC Planner behavior with RAI parity and introduces:

• disclaimer gating and persisted consent timestamp
• SSSC state schema and expanded state fields
• session-path signing support and manifest updates
• footer-with-review tier updates
• prompt flow restructuring across entry modes

Acceptance Criteria

• Verify end-to-end SSSC planner flow across capture and from-artifact modes in a real repo scenario.
• Validate artifact signing flow using Sign-PlannerArtifacts.ps1 -SessionPath and confirm manifest/state linkage.
• Confirm reviewer-facing footer tiers are applied consistently for all SSSC instruction outputs.
• Capture any regressions and open follow-up PR(s) as needed.
