Request: open Tier-1 AI-readiness baseline PR (ruleset blocks read-only PR creation)

I've prepared the Tier-1 agent-readiness baseline for this repo (AGENTS.md, .github/copilot-instructions.md, scripts/verify.ps1, .github/instructions/telemetry.instructions.md, docs/conventions.md). The branch is already pushed to my fork and verified, but I can't open the PR myself — the Protect-Main ruleset restricts PR creation to accounts with write access, and I only have read (outside collaborator).

Could a maintainer help with one of these?

1. Open the PR from my ready branch (30 sec):

2. Grant courtenaybernier Triage/Write so I can open it, or
