This MIP introduces Deterministic RaptorCast, enhancing block dissemination with a canonical seed for improved latency and security against specific attacks.
Updated the title and improved the clarity of the abstract and various sections in MIP-10. Adjusted language for consistency and precision throughout the document.
Clarify the definition of 'canonical seed' in the rationale section.
Update the description of Merkle tree organization and proof size in MIP-10.
