Make uplift request comments link to the appropriate lando revision directly

When bugs may want uplifting, bugbot leaves a helpful comment and needinfo

If the requestee then wants to uplift (especially if coming from email about this needinfo + comment), they have to then open the bug from the email, then select the right phab attachment on the bug, then click the "view in lando" link there.

It would be much faster if the comment included a link to the lando page for the topmost revision in the stack that landed.
