Tracking calibration stability, calibration interpolation (medium term)

1. FidRadDB can host multiple RADCAL files for the same instrument. When multiple calibrations are available, it can provide a better estimate of calibration stability over time which could, in turn, improve uncertainty estimates for L2 products.

Goal:
Develop a strategy to recognize and incorporate multiple RADCAL files into uncertainty budget.

2. Multiple RADCAL files may reflect pre- and post-deployment calibrations. In this case, it might be desirable to either select one over the other or interpolate them over time in their application at L1B.

Goal:
Provide the user the option of choosing a single RADCAL vs. interpolating across multiple RADCALs for radiometric calibration at L1B.
