Please have a look in this unit test for uses of Priority Policy to see if that solves your problem. The code in orbit.go may be a custom solution that pre-dates or was a POC for Priority Policy

Partitioned consumer groups has now be ported to Java. It's the version v0.2.0 of PCG, and it is compatible with the Go (and .Net) version.
