Make it easy to evaluate whether someone needs to do the course or not

OSSS participants should be able to quickly tell whether they should be doing the prep course or not.

Describe the solution you'd like
At the top level, sign-post to a "who is this course for" section somewhere that has a paragraph that says "If you know the Python basics, and have an idea of how to manipulate a numpy array and a pandas dataframe, you are ready for OSSS and can skip this course."

Alternatives
This sign-posting could also go on the NIU website's OSSS page if we want to keep this course more general.

(I think we've discussed this in person at least twice, but I still can't remember the outcome. Close if decided not to do this)

Also, some high-level guide about the course for the people that need to do it. How do the modules depend on each other? Should they do them sequentially? Can some be skipped if they learner already knows? Maybe mention that the course will let them run Python in the browser, but at OSSS they will need local Python environments (as they will be taught in module 8)?
