node test for work package submission #309
Description
Add new node test with 1 builder node, 3 validator node
builder node connect to 1 of the validator node
validator node connects to each other
make a RPC request to builder_submitWorkPackage to submit a work package
check all other validator node received the work package by checking they have the corresponding events
