Add legacy_ids to jsonb in references

We should keep both pbot and pbdb legacy ids. This will help with migration of entities that refer to references.

To be clear: the latest reference.schema.js includes legacyIDs. However, this was added after the migration scripts were generated, so we need to redo those.
