exist_forward_qtrs contains various magic numbers #13
bd3edf0 introduces various numbers related to annual and quarterly budgets, but it’s not clear where some of them come from.
UPDATE: 94 days and 367 days / 370 days are in fact defined in the technical paper. My mistake!
However, not sure where 177 days comes from… It looks like it’s being used as 6 months? @markbrough?
