feature: Enterprise dashboard for Rossoctl / Cortex

Feature Description

• As a user of agents, I don't know what my own Cortex is doing
• As a sys admin, I don't know what my users AuthBridge sidecars are doing

Proposed Solution

There are existing Grafana dashboards (and other visualization tech) based on metrics sent from Claude via OpenTelemetry.

Rossoctl offers an OTel collector optimized for traces. We could add support for metrics, along with helpers and a Grafana to make that popular 3rd party dashboards available to users.

• For the laptop case, we can run Grafana in a Docker container (customized with a dashboard we supply)
• For the enterprise case, we can run Grafana on a K8s cluster, customized with a Rossoctl dashboard that includes LLM metrics we define.
