I am of the opinion that all existing blockchain should have a medium of internal consensus where any wallet address on any particular blockchain used by a hacker, to hack an address during ICO should be blacklisted permanently, this will ensure that the hacker can't even transfer the stolen funds from say bitcoin blockchain to ethereum blockchain, unless the hacker agree to return back the stolen funds to the owners of the ICO team. This will help put cryptocurrency contribution more safe across all blockchain project in the world, and authority will have no excuse for complaining about protecting investors contribution.
The internal consensus i am suggesting should not be the type that will create a hard fork, rather its should be the type where after proper investigation have been acertain a support consensus should be reached just like 80% support, then the rightful owners of ICO will get back the hacked funds
