Provide Amazon Linux 2023 Images

Now that Swift supports AL2023 we should provide AL2023 images. This will make it simple to build Swift lambdas for instance.

The main images should be pretty easy as we can just do dnf install swiftlang -y. The slim images are likely to be little more involved but we should just need to copy the runtimes to where's needed from a builder image.

Obviously these would only be for 6.2.1 and up.

@sebsto @shahmishal there aren't any blockers for this now are there?

@0xTim AFAIK, we want to publish Swift.org's own builds and not rely on AWS' packages.
We should first release the tarball packages, and then the container image.

The CI is in place and in good shape

@shahmishal Do you think we can land this for 6.3 ? Is there any blocker left ?
