Build issues on NetBSD #821

NetBSD is also affected by the stat64 issue as described in #808
It also fails because include/external/libpopcnt.h defines popcount64 which is already provided by NetBSD: popcount64.3. Updating libpopcnt to version 3.1 would fix that.
