Add the ability to add labels only to folders

The user can add labels only for tests, of suits + tests.
But when the user wants to add label just for the folder and don't see duplicate the label for the each suits and tests - they coudn't do that

As you can see, the user can set labels only for tests, only for suites, or for both tests and suites. However, there is no option to set labels only for folders. If a label is assigned to a folder, the same label is also applied to all suites and test cases within that folder.
