Introduce a CoC Committee to our roles #48
Description
Feedback on roles.md is that we should include a Code of Conduct Committee.
I didn't include in the first version of roles because I think it needs more community consideration that we had time for with the first round.
This task is to drive community discussion around building processes for managing a Code of Conduct Committee, and then set it up.
