Bottom Up Deployment - "Deployment Pending" Status in ACP UI

Description

In the bottom-up deployment flow, although the API is successfully deployed to the Gateway and can be invoked successfully, the ACP UI incorrectly displays the status as "Deployment Pending."

Steps to Reproduce

Deploy a REST API via the gateway controller's REST API endpoint.
When synced to ACP, check displayed the status on UI.
