feat req: one IRC connection per user

Curiously I couldn't find any related ticket. Would it be possible to configure dis4irc to open one connection per Discord user on the IRC side? The bridge could then use a configured format for nicks, as "alice[discord]". This also allow the IRC chanops to ban nicks. The bridge could even propagate the moderation policies to the Discord channels.

It's not currently possible to do this although I do think it's a good idea for certain communities. Implementing this request dovetails in with some other items and refactoring that this project needs. I can't promise it'd be ready soon, but I think it's a good idea for communities that want that or IRC servers whose netops will tolerate it.
