Regenerate zerotier-one client

fix #4 and #7

is progenitor still the right thing? looks ok.

for the zerotier-one service:

• get it building with new rust or whatever
• use the up to date spec
• get it building in gh action
• could use a test similar to the test in the spec repo. there is an unofficial(?) testcontainers rust
• get it pushed to crates.io

I propose not having this crate / repo. It's a thing to maintain.

Users can progenitor the spec in their own repos. There are at least 3 ways to use progenitor. User can choose the one they like.

I'm fine with moving this to be an internal dependency of zeronsd and archiving this repo. According to crates.io the only other downstream consumers are abandoned projects of ours so it's probably best to similarly mark them as archived until/unless we decide to resume working on them.
