fix(clipboard): enforce UTF-8 encoding for Windows clipboard output (#460) - #461
On Windows, getSystemClipboard() executed Get-Clipboard -Raw without explicitly setting the console output encoding. As a result, PowerShell used the default console code page (437). Non-ASCII clipboard characters such as ₹, Hindi text and emoji were converted to ?, and curly quotes were converted to plain quotes.
This PR fixes the issue by setting [Console]::OutputEncoding = [System.Text.Encoding]::UTF8 before executing Get-Clipboard -Raw. This makes the clipboard read operation consistent with setSystemClipboard(), which already uses UTF-8 for input encoding.
Scope of changes:
Updated the Windows clipboard read path to enforce UTF-8 output encoding.
Updated the existing Win32 unit test to verify that UTF-8 encoding is configured before Get-Clipboard -Raw executes.
No changes to macOS or Linux clipboard handling.

Additional Notes
Reproduced the issue on Windows code page 437 by copying the test text from Notepad and pasting it on the phone.
Confirmed that the original implementation corrupted non-ASCII characters.
Verified that the updated implementation preserves the original clipboard text.
The updated unit test fails on the original code and passes with this change.

Bug Fixes
Windows clipboard reads now preserve UTF-8 text more reliably, including characters that span multiple chunks of output. This improves the accuracy of copied text containing non-ASCII characters when pasted into the app.
No actionable comments were generated in the recent review.
Walkthrough
The clipboard output-capture code now decodes buffered stdout bytes together after a successful process exit. On Windows, PowerShell sets its output encoding to UTF-8 before retrieving clipboard text. Tests cover the command and a character split across stdout chunks.

The output-capture code buffers stdout chunks and decodes them together after a successful process exit. The Windows clipboard command sets PowerShell output encoding to UTF-8. Tests check the command options and verify that a character split across chunks is decoded correctly.

Decode UTF-8 across chunk boundaries.
The new Windows output can contain multibyte UTF-8 characters. If stdout splits a character between chunks, decoding each chunk separately replaces its bytes with , and the clipboard response contains corrupted text. Use a streaming decoder or concatenate the buffers before decoding. Add a test that splits an emoji across two chunks. (nodejs.org)

Update the stdout handling around `chunk.toString("utf-8")` to decode UTF-8
incrementally across chunk boundaries, preserving multibyte characters split
between chunks. Add a test that splits an emoji across two chunks and verifies
the clipboard response contains the intact character.
