Fix the installed rl_config.hh, and delete two dead artifacts - #170

TestQB.Polynomial_Decay_general1 is quarantined (Apple Accelerate gesdd bug). REVERT once Mark has reviewed the BLAS++/LAPACK++ Accelerate migration. See docs/CI.md.
