Add infrastructure that allows us to warn about undesired config options. The list starts out empty and a commit adding to the list should come with a rational why a config options needs to be on the list. The warning message is somewhat vage on purpose to allow some slack when providing the rational. Signed-off-by: Christian A. Ehrhardt <christian.ehrhardt@codasip.com>
