Add an extra function that allows testing whether additional WM actions (e.g. sticky, kill, fullscreen, etc.) are supported.
Set toplevels' state based on the info received and workaround not receiving the capabilities for this.

This allows WM backends to report what additional actions (e.g. fullscreen, sticky, etc.) they support. Unsupported actions will be disabled in the "other actions" submenu for apps.
