chore: version pinning

Summary of changes

• Pinned versions in package.json and requirements.txt files
• ⚠️ tdp_core version comes from tdp_publicdb -> it's an outdated version, I think that's why the CI fails
  • we have the same error in tdp_publicdb, for a proposed solution see chore: version pinning tdp_publicdb#231
• checked-in yarn.lock
• adapted phovey_registry.ts
