Character encoding error in cutting and pasting text into editor

@jkitchensSIUC, Guidance on the dangers of cutting and pasting text from things like Word and PDF documents needs to be provided. This is true with all the editors (publisher, competencies, concepts).

For example cutting and pasting the 1/2 unicode character is replaced with the � symbols for unrecognized character.

@stuartasutton I have been adding code to try to handle these codes.

For example, i created the ½ character in Word, and pasted it into a credential. It was properly saved and displayed:

I know this has to be monitored, as most codes require a manual check and conversion.
