Add Tech Note section 2.34 on parameter tuning
fixes #3924
Specific notes
Known issue: In the introduction I've added: 29. Tuning (Chapter XX) but the XX is not assigning the right number (2.34) and I can't figure out where this "toctree" or "numref" is set. I've added the new section to index.rst but that didn't fix it. Hoping an rst savvy reviewer can help.
