Overview
This PR moves the repo from Yarn to npm as the primary package manager.

It adds package-lock.json and .npmrc with legacy-peer-deps=true so installs succeed despite older peer-dependency constraints, and removes .yarnrc (which had disabled install scripts).

CI on Travis now runs Node 20 instead of 8.4, still using npm i and npm test.

package.json only updates tooling: bn.js to ^4.12.3, bumps eslint, @typescript-eslint/parser, mocha, and babel-eslint, and drops babel-cli (and the old babel-eslint 7.x line). No application source files appear in the diff.
