Tier 1 Workstream B: add a reusable
publish-expensidev-image.ymlworkflow that centralizes multi-arch Expensidev Docker image publishing to GHCR.Consumer repositories (Auth, Web-Expensify, Web-Secure, Integration-Server) will call this workflow with repo-specific inputs while keeping their own triggers and concurrency groups.
