Moves the builder stage of .docker/Dockerfile-build from golang:1.22-bullseye to golang:1.22-bookworm; the distroless debian12 runtime does not change.

Why: apt-get upgrade now fails with 404 on bullseye-security arm64 packages (Debian 11 LTS ended 2026-08-31), so the v1.3.0-gn-v9 tag no longer builds; #9 uses this Dockerfile too.

Tested: linux/amd64 + linux/arm64 build passes; the image prints v1.3.0-gn-v9 and serves the GoodNotes-5 Redline config with subject_source: oid (v8 rejects it).

Superseded by #11: Go 1.26 trixie builder, CGO off, distroless static-debian13 runtime.
