📝 작업 내용

• 인증 없이 ACTIVE 행사명·시작 시각을 조회하는 GET /events/active 추가 (행사 ID 비공개)
• 관리자 행사 상태 변경 API 추가. 생성 기본값은 INACTIVE 유지, DB 잠금으로 동시 중복 활성화 방지
• ACTIVE 행사 없음(404 / EVENT-003), 시작 전(409 / EVENT-004) 예외 처리. KST 기준 시작 정각부터 허용, 종료는 INACTIVE 전환으로 처리
• 검증: clean test bootJar 성공, 인증·상태 변경·동시 활성화·시간 경계 포함 테스트 36개 통과
