Adds timer::current_split_index and timer::segment_splitted, which allow autosplitters to detect split/skip/undo events, even if they were done manually by the user.
A companion PR to LiveSplit/livesplit-core#884, it should only be merged after that and LiveSplit/LiveSplit.AutoSplittingRuntime#20 have been merged and put into a main LiveSplit release, as well as an associated update to OBS LiveSplit One LiveSplit/obs-livesplit-one#64.
