Added notices to the eFuse cards (Shutdown lets you know that it's not able to be turned off from Argos, and Spare lets you know that it doesn't support current reading).
Note: I had to add a new property to
info-backgroundcalledtopRightInfoSizeso I could customize the notice text size. When unspecified, it defaults to19px, which was previously the hardcoded size for all instances of the component. So, this new param shouldn't mess with any existing uses of theinfo-background.
