doc: Update OpenSSF Scorecard badge URLs in README - #7857

OpenSSF Scorecard moved from securityscorecards.dev to scorecard.dev. The old host still redirects, so the badge was not broken, but the README now uses the current addresses for both the badge image and the viewer link.
