Update leafpile to 1.2.4#14310

Leafpile is now published as separate artifacts under the ca.spottedleaf.leafpile group: common, concurrentutil, and converter.
The leafpile artifacts are now versioned using the published ca.spottedleaf.leafpile:bom, replacing the repeated version on each of the common, concurrentutil, and converter dependencies.

Leafpile is now published as separate artifacts under the ca.spottedleaf.leafpile group: common, concurrentutil, and converter.
This means YAMLConfig and other libraries not used by Paper are no longer bundled.
1.2.3 also downgrades Minecraft-provided dependencies back to the version pinned by Minecraft.
1.2.4 includes a bill of materials for version alignment.
