Initial working release of the Savepoint Protocol CLI toolset.

Includes:

  • sp extract → flag-driven export + semantic file generation
  • sp uninstall → clean CLI removal
  • Modular structure for sp drop, sp install, and more
  • Bootstrap installer via install.sh
