Add branch-based environment permission controls for contributor-managed preview/testnet environments.

Introduced role-aware permissions for branch preview environment operations:
owner
reviewer
admin
Enforced permission checks for preview environment create/update/delete/cache/cleanup actions.
Added audit logging for:
permission grants and denials
destructive actions such as deletion, cache clearing, and cleanup
Added unit tests covering unauthorized branch/environment operations and destructive action auditing.
