[ci] Remove obsolete post CI status workflow

为什么提交这份PR (why to submit this PR)

GitHub 仍将 .github/workflows/post_ci_status.yml 识别为 active workflow，但该文件的 on: workflow_call 已被注释，且所有调用点也已注释。合并 PR 后触发的 master push 会生成一个零 job 的失败运行，并发送 No jobs were run 通知邮件。

GitHub still treats .github/workflows/post_ci_status.yml as an active workflow, although its on: workflow_call trigger and all call sites are commented out. A push to master after merging a PR therefore creates a failed zero-job run and sends a No jobs were run notification.

删除已经废弃的 .github/workflows/post_ci_status.yml。该修改不会影响现有 CI job，也不涉及 BSP、组件或源码。

Remove the obsolete .github/workflows/post_ci_status.yml. This does not change any active CI job and does not affect BSP, component, or source code.
