HCCDOC-5175 This PR adds a new Learning Resources documentation card in HCC RHEL that links to Red Hat Lightspeed in Satellite (IoP) doc.

Description

The new Learning Resources card in the HCC RHEL space will help console users discover and utilize the documentation for Red Hat Lightspeed in Satellite, also known internally as Insights on-premise (IoP). Satellite subscribers can install Red Hat Lightspeed locally using a set of Satellite plug-ins, which will generate Red Hat Lightspeed recommendations without sending system data to Red Hat services.
