### Per-Action Role Matrix (Issue #544)

When role grants exist for an offering, the following additional checks apply:

| `Compliance` | `blacklist_add`, `blacklist_remove`, jurisdiction management |
| `Treasury` | `report_revenue`, `deposit_revenue` |
| `Operations` | `freeze_offering`, `unfreeze_offering`, transfer management |

Roles are granted/revoked via `grant_role` and `revoke_role` (issuer-only).
When NO role grants exist for an offering, the role gate is skipped — existing auth checks continue to apply unchanged.

### Transfer-Restriction Override (Issue #589)

Issuers can sign an off-chain attestation (`transfer_with_override`) to authorize
one-shot transfers that bypass transfer restrictions. Each override is consumed
after first use (replay-protected via SHA-256 digest storage).
