SCALRCORE-40574 Bump Python to 3.14.8 and CLI tools - #26

Update Python 3.14.6 -> 3.14.8 (python-build-standalone 20261003), refresh the ubuntu:26.04 snapshot digest, and bump kubectl, gcloud, aws and azure CLIs to their latest releases via bump-versions.py.
Revert the base image part of #18: switch back from ubuntu:26.04 to debian:trixie-slim, restore the DEBIAN_* bake variables and drop the Ubuntu-only build steps (removing the default ubuntu user and the pebble binary). Keep the flattened slim stage and the full target building on top of slim. Release as 0.6.0.
Update git-lfs v3.7.1 -> v3.8.0 and its patched golang.org/x modules (crypto v0.57.0, net v0.59.0, sys v0.48.0). v3.8.0 already requires newer x/net and x/sys than the old pins, which would have downgraded them. Bump the manually pinned session-manager-plugin 1.2.814.0 -> 1.2.835.0 and refresh its SHAs.
