test: add neuro-symbolic cognition boundary fixture

Summary

Fresh v2 replay for the remaining uncaptured content from #55.

Current main already contains stronger v0.2 versions of the doctrine docs from the original #55 tranche:

• docs/neurosymbolic-cognition-position.md
• docs/neurosymbolic-capability-role-matrix.md
• docs/neurosymbolic-failure-modes.md

This PR therefore captures only the missing pieces:

• examples/neurosymbolic-cognition-run/task.json
• tests/test_neurosymbolic_boundary_docs.py

Boundary

• Superconscious remains read / reflect / propose.
• Superconscious coordinates and records, but does not authorize.
• NSR method families are classified by role, not authority.
• No live NSR execution.
• No model calls, network calls, tool calls, schema promotion, ontology promotion, policy admission, or memory promotion.

Validation target

Supersedes

Supersedes #63 and completes capture of stale/non-mergeable #55.
