Adds a new oxlint plugin

This introduces a new plugin to support oxlint which my company have adopted. Out of the box it just provides linting but you can configure it with some extras to support fixing and formatting as the oxc tools chain spreads these out somewhat.

instead of end_line/end_col, you can provide near=((span.get('length') or 0) * "^") or None IIRC.

That's an old, forgotten trick as nowadays no linter emits length. But I think it works this way.
