The CI was failing because it was running Laravel commands from the root directory instead of the laravel-app subdirectory where the Laravel application is located. This caused failures when trying to access .env.example and artisan files. Added 'defaults.run.working-directory: laravel-app' to ensure all commands run in the correct directory.
