Fix VotingV2 gas rebate event collection

Summary

• Makes the VotingV2 gas rebate script use smaller event-query chunks and validate collected events against transaction receipts.
• Adds monthly audit reports plus a VotingV2 correction audit flow for paid rebate files.
• Adds the March 2026 Rebate 66 correction manifest, review summary, and top-up payout JSON.
• Backchecked prior paid ranges; only the March 2026 correction requires a reviewable payout artifact.

Validation
